Fail monkey if missing the bugreport. System stability doesn't count tests that don't have bugreports, so the base test shouldn't as well. This fails when a bugreport is taken but the only contents is: Failed to connect to dumpstate service Change-Id: I311e50b4cbdf6b3b138605091bd75682705f9675
