Fix consistency of states for stub devices Restored the proper default behavior for stub devices: They are created available for allocation but in a Not_Available device state. This state must be restored at the end of an invocation for a consistent behavior from one invocation to another. Bug: 27150064 Change-Id: I505ad1bfcf51645924566a01eebffc9d6982e66d
