ATest: Update ATest to support GTS Authentication.

Updated ATest to check if APE_API_KEY is set in the environment variable:
- Do nothing if APE_API_KEY is set.
- If APE_API_KEY isn't set, check if the file existing.
- export APE_API_KEY='path_to_key.json' if found.
This is the same as ag/4761780

TF is a test harness used to drive Android automated testing. It runs on test hosts and monitors the connected devices, handling test scheduling & execution and device management.
Other test harnesses like Compatibility Test Suite (CTS) and Vendor Test Suite (VTS) use TF as a basis and extend it for their particular needs.
