Create a version of dry-run that logs commands to the console This is the first step toward creating a validating, TF-based `diff` tool to make it straightforward to verify that simple changes as well as refactors are going as planned. Change-Id: I676df39ddfb7ce7c9c11a7e896e5956740e0fc8e
