Refactor Camera test invocation 1) Add CameraTestBase for boilerplate removal for Camera tests 2) Post a metric "Camera start preview time" in framework performance test to dashboard, which is configure stream + first preview time. Change-Id: Ifa6685916d64b8c8d23f2baf90e2b2055e9e3ffd
