IMS : Dialer fix for RTT issue in E911 call

- Issue is that dialer is displaying RTT button for E911 call
  without considering the sim state and rtt user setting
  but directly checking the simless RTT cache.
- Fix is to add sim state and rtt user setting
  check before adding phone account capability for an e911 call.
