Support selecting phone account for DSDA - DSDA allows more than one SIM to have active calls at a time, but is not currently supported - When there is already an active call, if the device is DSDA, allow the user to select different phone accounts. Otherwise, only allow the user to select the phone account where ther active call is placed. Change-Id: Iaf2a6cabce66dc5f78c65d34833bea5f843b397d CRs-Fixed: 3004430
