Add cache for carrier config values Every time APP fetches the carrir config via binder, which consumes more CPU time. Once the related APIs are frequently called many times, which impacts the APP performance. In theory, one process just need to load the carrier config once and listen its change. To fix it, add cache for carrier config values per slot ID to reduce remote callings. Change-Id: I32cf3ec2226043eb51988b4fea903d746cd68721 CRs-Fixed: 2062389
