IMS: Remove API and constants related to ECT. - Remove API that checks if call transfer is enabled based on settings db as now we depend on carrier config to determine that. - Remove unused constants. Change-Id: I57541f271aafb949a4285b6fb4c92ecc2dfdc7d5 CRs-Fixed: 2701524
