Added support in JNI to read the NXP RF config file.

This feature has dependencies on the configs present in the libnfc-nxp.conf
and libnfc-nxp_RF.conf files. JNI doesn't read this files.Hence the support
has been added to the JNI to get required configs from the NFC HAL.
