Required to do twice NFC on/off to get config file changes reflected

The CNfcConfig class implements the SingleTone architecture. Hence, When we do Nfc On-Off, the class instance will be in life.
If we changed libnfc-nxp.conf and did nfc Off-On, the changes should reflect in both the libnfc-nci and Nfc HAL.
