artf636599 Modify existing FW API reset implementation to support JCOP OSU Migrating patches from br_android_ncihalx_o_SN100_base to br_ar_q_SN1xx_base_dev Q branch.

1) Add proprietary NCI command to perform NCI reset
  HAL_NFC_IOCTL_ESE_HARD_RESET

2) If NFC service is Off then minimal nci intialization shall be done before issuing NCI command
3) If NCI init is done as part of IOCTL request perform hal close
