Change in AID Power State update if its not provided by application

1) If application doesn't define any power states and AID route location
is OFFHOST,take the power state(Switch-On,Switch-Off & Battery-Off)
from conf file(DEFAULT_OFFHOST_PWR_STATE)

2) If application doesn't define any power states and AID route location
is HOST, power state is hard coded to 0x11( Switch On | Screen Unlocked)
