Modify existing FW API reset implementation to support JCOP OSU

Migrating patches from br_android_ncihalx_o_SN100_base to br_ar_q_SN1xx_base_dev Q branch
1) Existing reset on SMB interface shall be replaced with propreitary NCI command

Add proprietary NCI command to perform NCI reset
  HAL_NFC_IOCTL_ESE_HARD_RESET

 - 2F1E00
 - 4F1E0100

2) Irrespective of NFC state On or Off the NCI propreitary command is issued
  with minimal NCI init.
