Fix white balance changes after the display turns on

The color temperature is set repeatedly. Remove unnecessary temperature
settings changes.

Test Steps:
  1.Go to Settings > Display > Visual Enhancement
    Enable Video & Game enhancement
    Enter Color mode & temperature
  2.Choose Advanced, sRGB and move the color temp slider to Warm,
    Go back to the home screen
    Close all the apps
    Open YouTube
  3.Lock screen
    Unlock screen > Observe the color temperature
