policy_hal: Select low latency path during voice call for voice stream
Voice stream will be assigned for incall notification tone during voice
call, and it is too short to be rendered out since it's duration is
less than requested frame count, the track keeps not ready all the time
if using voip output.
Select low latency path instead of VOIP output during voice call if
the stream is voice stream for incall notification tone because fast
track can render out the frames after stopping track and the real voip
call can't be started during voice call.
