thermal-engine: Ensure VNDK compliance - Set LOCAL_VENDOR_MODULE to true while using LOCAL_COPY_HEADERS. - Create a header library for thermal header file so that it can be referenced in other modules. For now, keeping LOCAL_COPY_HEADERS as such not to break dependent modules in different component. Once all clients move to reference thermal header library, will remove LOCAL_COPY_HEADERS.
