USB HAL: Fix HAL 1.2 implementation Updated the enableContaminantPresenceDetection and enableContaminantPresenceProtection function to fix VtsHalUsbV1_2TargetTest failure. Added the notifyPortStatusChange_1_2 callback while leaving the port status the same as before. Added callbackNotifyPortStatusChangeHelper function to aid the callback.
