prima: Don't allow PS till key completion and stop traffic timer

Currently, traffic timer is not stopped during roaming because of
which it gets expired soon in subsequent roamings allowing sta to
enter power save before GTK completion. Fix this.

Also, remainInPowerActiveTillDHCP is set to false after PTK which
is allowing sta to enter power save before GTK completion. Fix this
by setting to false only after set key completion response from fw.
