wlan: Restart Idle Scan incase removal of duplicate roam

Currently if host is in imps and hdd issue connect then csr
request full power and stop idle scan timer. If this roam
command goes into sme pending queue, Same time if hdd issue
disconnect then csr removes both roam (connect/disconnect)
commands from pending queue. This leads to keep DUT in
full power mode always hence prevent apps power collapse.

To mitigate this issue, Restart Idle Scan incase removal
of duplicate roam commands.
