wlan: SETMCRATE improve implementation Current set MC rate function implementation has problem when dynamically new STA associated into soft AP. To fix this, instead use CFG item, new approach will use Set Reliable MC Rate API. Change-Id: Ic1cea17e5686f3cb03dd2795076246c5fadd2e83 CRs-fixed: 553519
