wlan: fix for SENDACTIONFRAME dwell time check in SENDACTIONFRAME dwell time can be zero. Due to wrong sanity check correct SENDACTIONFRAME command was failing. CRs-Fixed: 618894 Change-Id: Id89734c8a05f9ea664e095cd1d78d22af2501467
