prima: Fix possible malloc with zero size In csrNeighborRoamTransitToCFGChanScan, it is possible that mem alloc is done with size zero. This fix tries to avoid such a case and return failure if there are no channels to scan. Change-Id: I2b97d8bb4634e8417025aac8c19972e20c580fa2 CRs-Fixed: 812945
