wlan: Change default value of force_scc_with_ecsa to 1 to enable Force SCC If STA is started after SAP or STA change channel, SAP does not move to STA channel and this leads to MCC. Change default value of force_scc_with_ecsa from 0 to 1 to enable SAP to move to STA channel and thus force SCC. Change-Id: I93d980483c4a6f97f20a838efed16d766c3ad080 CRs-Fixed: 2255200
