prima: Avoid hdd_tx_timeout when TL is in connected state

When hdd_tx_timeout occurs, ignore continuous tx timeout count when
TL is in connected state. When TL is in connected state, TL will not
fetch any frame till sta moves into authenticated state. So timeout
count has to be ignored else it will lead into SSR.
