wlan: Cleaning hdd_wlan_startup api to avoid crash. Api sme_UpdateChannelConfig is called while driver load in progress flag is set. This api sends a msg to firmware which may create issue if it doesnot return on time. Moving this api down so that it is called when the load unload flag is reset again. Also making reset of this flag in HDD context and VOSS context together as while setting it true. Change-Id: I7fbc1d9be45408f237cbc68b09471ae1b7e395df CRs-Fixed: 682684
