wlan: lift passive scan restriction if not required Check if the regulatory domain set has passive scan restriction on a certain frequency, if it does not then remove the passive scanning flags. Change-Id: Ib4bc94798bbd93299dd2991f0b0ca023836a6df3 CRs-Fixed: 566938
