wlan: host missing first CH avoid indication fix
When arrive ADD_SELF_STA_REQ to firmware,
firmware will send avoid channel indication to host.
If cellular is already camped, and cellular frequency is
overwrapped any channel with WLAN, avoid channel indication will
have valid bands.
If cellular is not camped or no overwrapped frequency, empty
bands will be reported to host.
Since current callback function registeration is too late,
This first indication will be missed by host.
Avoid channel indication callback function should be registered
before ADD_SELF_STA_REQ.
