wlan: Don't deactivate the heartbeat timer for BG scans. Don't deactivate the heartbeat timer for BG scans. Since the BG scans only have a ~10% duty-cycle, there is no need to stop the Heartbeat timer. Change-Id: I611e0ae15f067f92d0b8b1c239f7774cdee16e1a CR-Fixed: 409883
