wlan: Added the ioctl support to flush FW logs. Currently, FW sends the logs to host when the threshold is reached or timer gets expired. IOCTL is added to query the FW logs whenever user wants it. Change-Id: I322af974a23d887b277dbc324cdc202b00e8bb69 CRs-Fixed: 882148
