wlan: Change NumberOfBeaconsPerRssiAvg independent of RssiFilterPeriod

In the present code, the value of 5 is passed to riva,
number of beacons per rssi average for RSSI averaging.
Since the RSSI averaging window is 5, there are chances
of series of beacon misses followed by a beacon reception
which triggers UP/DOWN indications. By averaging over
last 20 samples, this will get smoothened out. Based on
the AST results, it looks good. Hence Host need to be
modified to pass 20 as the number of beacons per rssi average.
