wlan: Reinitialize hostapd BSS completion event Make sure hostapd BSS completion variable is reinitialized before issuing start/stop bss so that wait on completion variable happens till the respective operation is completes. Change-Id: Ife18e1bc5c4628191d374435f3ce2f7627031e5a CRs-Fixed: 2266088
