wlan: Update interface file with QWLAN_HAL_CFG_TOGGLE_ARP_BDRATES Send ini parameter, gToggleArpBDRates, value to firmware so that firmware can print debug logs in arp path, if ini parameter is set to 1. Change-Id: I2db61729e99db4dc56cee560b271f9e34c303835 CRs-Fixed: 886522
