wlan: Memory leak fixes in WDA/WDI

If there are back to back reqs from UMAC, some get buffered in WDI Q.
After deQ if the reqs fail, there is no way to notify WDA, hence the
memory leaks. This change fixes the reqs which have high probability
of the scenario.
