prima: Add error logs if ROC timer stop, start or destroy fails Currently there are no error logs to indicate if the ROC timer stop, start or destroy failed. To address this, added error logs in all the possible scenarios. Also ensured that the ROC context is valid before detroying the timer if the start ROC request fails.
