SCAN_OFFLOAD: Update the scanOffload variable of pMac. Adding a new variable fScanOffload to pMac structure to keep track of status of the scan offload feature. Adding vos function get the status of fScanEnable from HDD. Change-Id: I302338f89a0db2b1570bae3725f5c37a84fd8e5f CRs-fixed: 500914
