wlan: Synchronize cancel remain on channel and ROC expiry. When remain on channel timer expires, ROC callback is invoked which will free the remain_on_chan_ctx Context, later supplicant is is issuing a cancel remain on channel which will de-reference remain_on_chan_ctx.
