Transmit Discovery to check if the peer exists before setup Check the peer's existence by a Discovery handshake prior to the setup negotiation. Also, Fix to retransmit the Discovery Request for an unkonwn peer. Change-Id: I14bd69aa5ba7ce4a8d9b10871a2ec7322c535a68 CRs-fixed: 453108, 459257
