wlan: Don't transmit management frames on SSR in progress

There is a possibility of sending management frames while SSR is
in progress, causing SSR to take more time than required as TL
won't send any packet if logp is in progress, leading WDA to wait
on TX completion variable till timeout(10sec), as TX completion
callback won't be called to set the completion variable.

To mitigate this issue, don't send any management frame if SSR is in
progress.
