Fix vos_assert and kernel panic during wlan_exit
The access to the tdlspeer list is not synchronized between the
wlan_exit and the timer callbacks , resulting in the kernel panic.
Also , the tdls peer idle timers are not stopped during wlan_exit
resulting in the vos_assert on the idle peer timer callback.
This gerrit addresses the above scenarios
