wlan: Donot strip off the extended capability IE in Assoc Response.

According to WifiDisplay Specification, the GO should respond with
Association response having WFD IE when it receives Association
Request having WFD IE in the frame.

Commit 46bd00c71c9cca1e5c7112a2ec7064da6ace0dd5 strips the WFD IE
from Association Response Frame which contradicts the above
statement. So changes made not to strip the extended IE.
