Stop baActivityChkTimer only if last session is LINK_IDLE_STATE
When stopping baActivityChkTimer, check if last active session
is IDLE instead of concurrency_session_running().
Expand existing API to get activeSessionCount whether to filter
out bssId or not.
Turn on critical BA related message to further debug BA related
issue.
