wlan: Fix for spectrum management bit in AddBss for SM disabled AP LIM overrides SpecMgmt bit provided by SME while sending AddBss request to FW if the operating channel is DFS. This happens even when the AP does not advertise Spectrum management support in the capability info. This is not required, STA should just follow the AP.
