prima: Increment/decrement TDLS peer count

Increment TDLS peer count after receiving the eCSR_ROAM_RESULT_ADD_TDLS_PEER
response and decrement TDLS peer count after receiving the
eCSR_ROAM_RESULT_DELETE_TDLS_PEER response.
