wlan: Validate the handoff AP before proceeding to roam. Changes are made to ensure the validity of handoff AP before proceeding to ROAM. If the handoff AP is not valid, continue with the existing connection. Change-Id: I8905c2a85fbc78f35d4072b11dad8b8c92472899 CRs-Fixed: 747640
