wlan: Create TDLS timer only if it's not created TDLS peer timers will be destroyed as part of TDLS exit. In roaming case there is possibility of TDLS exit won't get invoked, leading to create one more timer while processing TDLS_ENABLE_LINK and making current timer pointer as dangling.
