prima: Fill RSO Stop reason in RSO Request In Roam Scan Offload (RSO), if the command is Stop, host is not filling the reason for stop. As a result in the callback context the stop reason being zero, a NCHO roaming is not triggered by host. This is fixed here. Change-Id: Ic968ca0f0c3996c727412f95d60df9a50ddef855 CRs-Fixed: 790496
