wlan: Fix for not closing the smd channel. Fix for not closing the SMD channel, when WDI time out happens for message NV_DOWNLOAD_REQ. 1) calling WDA_stopFailed() if WDA_stop() fails in vos_start(). 2) Fix to call wdaDestroyTimers() only if they are created. 3) Triggering the SSR in hdd_wlan_startup() if vos_start() fails.
