wlan: Do not send unsafe channels while SAP restart. As MCC is not supported in STA-SAP concurrency, the SAP is restarted if its operating channel is differnt than the STA channel, during this restart, the avoid channels are also notified irrespective of LTE event which will make SAP to consider these avoid channels.
