wlan: CH144 enabled, low throughput fix If use NV2.bin, throughput number is lower than NV3. When DL NV contents to FW, decoded value was downloaded. FW expects encoded NV contents. Change-Id: I9133a1bf21d688dce117b2e243624597c41dd70c CRs-fixed: 587860
